Presented by The Center for Health Design, join Bill Koffel for “How to Resolve “Design vs. Life Safety Code” Conflicts in Behavioral Health Facilities”.
In this 1-hour interactive webinar session, participants who have been involved in planning or designing behavioral health units will have the opportunity to identify conflicts that they may have encountered in those projects. During the second half of the program, Bill Koffel will focus on addressing them. Each will be discussed in detail by looking at current code requirements, changes in more recent editions of the applicable codes and equivalencies or alternative methods. As with other design considerations, involvement of all the stakeholders will be illustrated as a key factor in achieving an acceptable level of life safety while meeting the needs of the patients and clinical staff in a behavioral health environment. Application of Risk Assessment
Presented by SFPE Professional Development Seminars, join Bill Koffel as he presents a five-part interactive course on the “Application of Fire Risk Assessment”. This live online instructor led course is derived from the SFPE 2-day in-person course. Following a brief overview of the Guide to Fire Risk Assessment, participants will be divided into working groups which will be tasked with applying the SFPE Guide to a specific project up to the point of analyzing data. Groups will be able to choose from a selection of projects that include: historic building, a high-rise residential occupancy, or a petroleum industry facility. In addition to applying the Guide to their specific project, participants will also review the work of other groups to broaden their understanding of the concepts of a fire risk assessment. Upon Completion of the course each participant will earn 15 PDHs.
Learning Objectives:
- Describe the various steps associated with a fire risk assessment, as outlined in the SFPE Engineering Guide to Fire Risk Assessment.
- Evaluate a project, prepare representative goal statements, objective statements, boundary conditions, and assumptions.
- Prepare a fire hazard assessment for a designed project.
- Identify a minimum of eight fire scenarios that need to be included in the fire risk assessment.
- Evaluate various tools and methods available to assist in preparing a fire risk assessment and determine the appropriate one to be used for a given project.

The webinar will cover ignition barriers, thermal barriers, and special approvals for alternative ignition barrier assemblies. Conversions of Office and Hotel Buildings to Multi-family Residential Buildings
The COVID-19 pandemic has created an increase in work from home and a decrease in the need for office space, leading to an influx of unused office space. In addition, the hotel industry has been negatively impacted by COVID-19, leading to a decrease in bookings for hotel revenue. The requirements of the 2018 International Building Code (IBC), 2018 International Existing Building Code (IEBC) and the 2018 Life Safety Code will be outlined relating to fire protection and life safety requirements for converting existing office buildings and hotels to multi-family residential occupancies. Flammable Liquid Storage in Health Care Facilities
Please join Sharon Gilyeat on Wednesday, March 31st, as she provides a follow up to the webinar presented in July 2016, NFPA 45: Flammable Liquids and other Hazardous Substances in Laboratories. That webinar was focused mainly on laboratories in health care facilities. This webinar will go beyond laboratories and will focus on the entire health care operation and the flammable and combustible liquids typically stored and used. It will cover critical topics such as flammable and combustible hazardous waste storage, storage of alcohol based sanitizing material, as well as storage of flammable and combustible materials brought into the facility for use. What are some of the challenges that owners and contractors experience with proper inspection, testing, and maintenance of fire protection systems? The webinar will address common questions and problems based upon frequently asked questions and discussions during NFPA Technical Committee meetings. NFPA 915 – Remote Inspections
Please join William Koffel on February 22nd for a 1-hour presentation on NFPA 915, a proposed new standard to address remote inspections. The purpose of the standard is to provide minimum requirements for remote inspections to deliver an equivalent or improved result as that which would be obtained with other (traditional) inspection methods. Bill Koffel serves as a Special Expert on the Committee and will discuss the standard’s development progress and the historical response to local Authorities Having Jurisdiction to remote inspection program.

Surveying for NFPA 99 2012 Compliance (60 minutes) - October 30, 2018
Jim Lathrop, FSFPE, and Sharon Gilyeat, PE, presented a 60 minute webinar that focused on medical gas and electrical requirements in health care facilities covered under the 2012 Edition of NFPA 99, Health Care Facilities Code. Fire and life safety: Detection, notification, and suppression systems (90 minutes) - October 18, 2018
Bill Koffel, PE, FSFPE, SASHE, President of Koffel Associates, Inc. and Joshua Greene, PE, Associate Principal of Simpson Gumpertz & Heger presented a 90 minute webinar on Thursday October 18th from 2:00 - 3:30 PM Eastern (11:00 AM Pacific, 1:00 PM Central) on Fire detection, notification, and suppression systems are specified for the safety of the building’s occupants in the event of a fire. Fire and life safety systems need to be specified, installed, commissioned, and maintained, depending on each building type and location.
Codes and standards, including the International Fire Code and various NFPA standards, provide design and installation provisions for fire detection, notification, and suppression systems in the event of a fire or other emergency event.
Learning objectives:
- Review at least four common mistakes made when designing fire and life safety systems.
- Determine fire safety goals and objectives that may not be included in prescriptive codes.
- Apply fire detection, notification, and suppression system requirements to meet the objectives of the building’s fire and life safety system.
- Review what needs to be on the plan submittals for approval by the authority having jurisdiction (AHJ).

Accessible Means of Egress - IBC and Life Safety Code (NFPA 101) (60 minutes) - September 12, 2018
Clay Aler and Kina Campbell presented a 60 minute webinar on Wednesday, September 12th from 1:00-2:00pm ET, on the requirements for accessible means of egress from both the 218 IBC and the 2018 NFPA 101. The components of an accessible means of egress, such as interior exit stairways, areas of refuge, two-way communication and elevator requirements will also be discussed. Bill Koffel presented on behalf of The Center for Campus Fire Safety (www.campusfiresafety.org) on Thursday June 21, 2018 from 1:00 - 2:00 pm EST on the Key Concepts Associated with Performing a Risk Analysis for Mass Notification Systems that have been proposed for the 2019 Edition of NFPA 72.
Upon completion of the webinar, attendees are able to:
- Determine if new requirements found in NFPA 1, NFPA 101, and the IFC will require a risk analysis to be performed when a new fire alarm system is being designed.
- Identify key stakeholders that should be included in the risk analysis.
- Identify at least four major considerations when performing the risk analysis

Fire and Smoke Door Requirements - February 16, 2017

Are you prepared for annual fire door inspections? The recent adoption of the 2012 edition of NFPA 101 requires an annual documented inspection for fire doors. This webinar focused on the requirements for fire and smoke doors based on NFPA 80 and NFPA 105, including requirements for self-closers, latches, frames, labels, kick plates, and clearances. Attendees also learned how to use life safety plans to aid in the door inventory and inspection process.

CMS Adoption of the 2012 Edition of NFPA 99 and What It Means for Health Care Facilities - September 15, 2016
Bill Koffel, FSFPE, PE, and Sharon Gilyeat, P.E., presented a live webinar on behalf of ASHE, on Thursday, September 15th at 1:00pm EST.
For the first time, Centers for Medicare & Medicaid Services (CMS) is considering the adoption of the NFPA 99. In the past, portions of NFPA 99 were adopted by references in NFPA 101. The webinar explained how this more comprehensive adoption of the 2012 Edition of NFPA 99 impacts both new and existing health care facilities. The 2012 Edition of NFPA 99 requires a risk based approach in applying the requirements. This webinar explained how to prepare the risk assessment and suggested tools and resources to assist in preparing the risk assessment. CMS has also proposed modifications to certain requirements in the 2012 Edition of NFPA 99, and these were addressed in detail.
IBC Chapter 10: Means of Egress (90 minutes) - June 24th, 2016

William E. Koffel, P.E., FSFPE, a member of the NFPA Technical Committee on Fire Doors and Windows, along with Lennon A. Peake, P.E., an experienced surveyor of health care facilities, addressed the requirements in the 2010 Edition of NFPA 80, which will be enforced when CMS adopts the 2012 Edition of NFPA 101. More recent changes, found in the 2013 and 2016 Editions, were discussed. The program addressed the different types of fire doors, along with some of the common compliance problems with each type.
