June 2022 - The Joint Commission (TJC) Announces New and Revised Emergency Management (EM) Standards and Elements of Performance (EP)

Effective July 1, 2022, there will be new and revised Emergency Management (EM) standards and Elements of Performance (EP), applicable to hospitals and critical access hospitals. This comes after The Joint Commission conducted a thorough analysis and rewrite of the EM Chapter after receiving numerous inquiries pertaining to emergency plans and response procedures during the height of the COVID-19 pandemic. The existing EM chapter standards and EPs (EM.0.01.01 through EM.04.01.01) were deleted and replaced with new standards and supporting EPs. The changes in the EM chapter includes a new numbering system, elimination of redundant requirements, and the addition of new requirements.

The Environment of Care (EC) changes vary across accreditation programs and include new and revised EPs that clarify and/or strengthen expectations for accredited organizations as it relates to various National Fire Protection Association (NFPA) codes and standards. The changes to the Environment of Care chapter clarify fire drill requirements, maintenance of fire safety equipment requirements, reporting requirements for medical equipment failures and requirements for engineered smoke control systems. There are also two EP deletions for the Ambulatory Care, Behavioral Health and Human Services, Critical Access Hospital, Home Care, Hospital, and Office-Based Surgery programs. These EPs (EC.02.03.05, EPs 7 and 8) were deleted since most organizations do not have water storage tanks. In addition, the EP (EC.02.04.01, EP11), which addresses reporting incidents of death, injury, or illness involving medical equipment, as required by the Safe Medical Devices Act of 1990, was added back for the Hospital and Critical Access Hospital programs.

If you have questions or concerns regarding these changes and how it may impact your facility, please do not hesitate to reach out to Koffel Associates.

January 2022 - The Joint Commission (TJC) Provides Clarification on Life Safety Code Drawings in Business Occupancies

Beginning July 1, 2021, business occupancies in hospitals, critical access hospitals, and behavioral health care and human services organizations have been surveyed regardless of whether the business occupancy is freestanding, or a separated non-health care building associated with a health care facility. If patient care is provided, even in a business occupancy setting, then the area has been subjected to survey by The Joint Commission (TJC). This notice is to inform you that TJC has recently clarified that Life Safety Code Drawings will NOT be required for the Business Occupancy if the entire building is an occupancy other than health care. If any part of the building contains a health care occupancy, TJC does require Life Safety Code Drawings.

If your facility needs assistance with developing Life Safety Code Drawings or evaluating any additional business occupancy/patient care buildings, please do not hesitate to contact our office.
